Despite shrinking budgets and growing poverty, no world power felt safe neglecting their military. And that’s where the problem began. Rather than wait and watch, defense officials from seven nuclear nations (the 'Sovereign Seven') decided to consolidate their assets and form their own country. They chose the 66th parallel as their border. Scarce defenses, rich oil assets (ANWR had just been tapped), trade routes and–most importantly–nuclear strike proximity to many major cities made the Arctic Circle the ideal area to confiscate. They named it 'Terra Septem.' Once settled, these leaders started delivering demands. In exchange for oil, they wanted commodities; no currencies accepted. Any attack would be met with retaliation.
